About
Scholar, teacher, and former public official
I am a Senior Lecturer in Economics at Northeastern University's College of Professional Studies, where I teach courses in economics and public policy. My teaching spans undergraduate and graduate levels, with a focus on making economic reasoning accessible and applicable to real-world policy challenges.
My research centers on local government — specifically, how municipalities raise revenue, how state mandates shape local finance, and what drives citizen participation in municipal elections. I am particularly interested in the intersection of fiscal policy and democratic engagement at the local level.
Before and alongside the classroom, I worked in government. I directed the Division of Local Mandates at the Massachusetts Office of the State Auditor, where I oversaw the office's work on state-imposed costs to cities and towns. I also served on the Reading, Massachusetts Select Board, bringing a practitioner's perspective to the questions I study.
I hold a Doctor of Law and Policy (DLP) and an MBA. I write a Substack newsletter on economics and public policy and contribute a regular column to PA TIMES, the publication of the American Society for Public Administration.
